I think the one way of attracting more and more traffic to a forum is by active participation.  The more the members participate in the forums the more likely it is that new members would join to interact with them.  Of course there are other advertising tools such as backlinks and article marketing too that would strengthen the membership of the forum.

I agree with you 110%. Active participation plays a huge role in how well a forum will or will not succeed. I do not understand how some forum admins don't post at all or interact with members, and just expect the community to thrive. It just doesn't work that way.

What do you do if you are moderating a new forum that doesn't have active members yet? Just continue posting content?

Active participation and working sincerely would definitely create traffic.
